The Iron Hand questline becomes available once Naoe masters the tea ceremony from Imai Sokun, a respected businessman in Settsu. Later, Imai Sokun voices concerns about someone impersonating House Imai for illicit business. It's your mission to uncover and dismantle this secret merchant syndicate. There are five merchants to track down, each overseeing different business aspects, and you can choose between non-lethal or lethal approaches.

Merchant Tamao

Tamao, a dealer in contraband, isn't discreet about his activities. Skip the intel-gathering and head straight to the Yamashiro region. Find Kyoto, the central city, and locate Honpoji Temple on its east side. From there, go west to find Merchant Tamao hiding in his brewery. Listen to his staff, who mention he's refusing to come out. Smash the barrels in the courtyard to lure him out. Confront him and move on to the next target.
Merchant Kanta

Not all merchants are willing participants in the Iron Hand syndicate, and Merchant Kanta is one such case. Locate him in the Mouth of Seta in the Omi region. You can choose to attack or use the Observe mechanic to gather vital intel, revealing that Kanta is being coerced. Spare his life, and he will go on to become a captain in Imai Sokun’s merchant fleet.
Merchant Ginroku

Ginroku sells rare delicacies to wealthy families around Miyazu Bay. Travel to the Tamba region, west to Miyazu Bay, and find his location southwest of Miyazu Castle, across the bridge. You can eliminate him for his involvement with the Iron Hand or find an important letter in nearby huts that allows him to escape your wrath. He can then work with the real House Imai and gain access to more affluent clients at Sakai Port.
Merchant Kin-no-suke

Kin-no-suke's ostentatious displays of wealth raise suspicions, especially since he hires bandits to steal from others. Investigate him in the city of Obama in Wakasa, just east of the Trading Port. He's surrounded by bodyguards, so deal with them using your preferred method. A smoke bomb and swift assassinations can be effective to ensure he meets his end.
Iron Hand

The final target is the Iron Hand himself, located in a highly secure area. Prepare for a challenging fight. Find him in Tamba, specifically at Fukuchiyama Castle, near the region's center. Approach from the south side of the castle walls to locate him. He's tougher than the others, so take out the guards first before confronting him. After defeating the Iron Hand, return to Imai Sokun to claim your rewards.
