Bruce Nesmith, a former designer on Oblivion, recently acknowledged that the inclusion of the world-leveling feature was a misstep, even though it has been kept in the new remaster. In an interview with VideoGamer, Nesmith, who also worked on quests and systems for Fallout 3, Skyrim, and Starfield, discussed the game's progression mechanics.

He noted that the remaster's adjustments to the leveling system make it more accessible for today's players. The original required players to repeatedly level up specific major skills and then sleep to gain attribute increases—a process that has been streamlined to a Skyrim-like experience where experience is gained across all skill lines. Nesmith commended Bethesda for this "brave" decision.

However, his view on the returning world-leveling feature is different. This system causes enemies to scale in power alongside the player, which Nesmith believes made players feel their progression was undermined. "It doesn’t matter that I went up in levels," he described the player sentiment, "the dungeon went up in levels with me."

He elaborated, calling the world-leveling a mistake, a viewpoint supported by the fact that Skyrim did not employ the same approach. This longstanding fan criticism since the game's 2006 launch led to numerous community mods attempting to fix it, efforts that have resumed with the release of Oblivion Remastered.
