The short answer is: Yes, for limited banners. Your pity counter and pulls from one limited-time banner will transfer to the next.
For instance, during the global launch, the Suomi and Ullrid banners ran concurrently. Pity accumulated across both; pulls on one banner increased the pity counter for both. This means if you were close to pity on the Suomi banner, you could switch to Ullrid and have a 50/50 chance of obtaining Ullrid immediately. This applies to all future limited banners. Important Note: Pity does not transfer between limited and standard banners. You cannot manipulate the system by pulling on the standard banner to approach pity and then switching to a limited banner.
While hard pity is 80 pulls, soft pity begins at 58. After 58 pulls without an SSR unit, your chances steadily increase until hard pity is reached at 80 pulls.
